JONI NOBLE MCDONNELL
Joni Noble McDonnell is counsel at the firm of Inglesino, Webster, Wyciskala & Taylor, LLC. Noble McDonnell concentrates her practices in the areas of public entities, government affairs, municipal law, regulatory affairs and land use. She also serves as counsel to several water and sewer utilities within the State of New Jersey and other public entities and agencies. In that capacity, she advises on all areas of the law, and counsels on compliance with local, State and Federal statutes and regulations including, but not limited to, the Local Public Contracts Law, N.J.S.A 40A:11-1 et seq., the Municipal Utilities Authority Law, N.J.S.A. 40:148-1 et seq., the Local Budget Law, N.J.S.A. 40A:4-1· et seq., the Local Fiscal Affairs Law, N.J.S.A. 40A:5-1 et seq. and the New Jersey Local Unit Pay to Play Law, N.J.S.A. 19:44A-20.4 et seq.
REPRESENTATIVE MATTERS
Since 2006, Ms. Noble McDonnell has represented the Joint Meeting of Essex and Union Counties in all aspects of its operation, including contracting, litigation, and transactional work, as well as legal advice and attendance at monthly meetings.
Since 2010, Ms. Noble McDonnell has served as Assistant Town Attorney for the Town of Morristown. She represents the Town of Morristown in all areas including contracting, litigation and transactional work, as well as providing legal advice and attendance at Council meetings and meetings of the Alcohol Beverage Control Board.
Ms. Noble McDonnell has represented the Jersey City Municipal Utilities Authority in all aspects of its operation, including contracting, litigation, and transactional work, as well as legal advice and attendance at monthly meetings.
She has represented the Government Records Council on matters involving the appeal of Denial of Access Complaints to the Appellate Division, as needed representation in Superior Court and legal counseling on other Open Public Records Act issues.
Ms. McDonnell’s experience and knowledge has allowed her to provide efficient and effective representation to a wide range of clients, including public bodies, quasi-public agencies and private entities.
Ms. Noble McDonnell received her Juris Doctorate from Seton Hall University School of Law in 2001, and graduated from Douglass College in 1998, receiving a Bachelor of Arts degree. She is admitted to practice law in the State of New Jersey and the United States District Court of New Jersey. Ms. Noble McDonnell is also a member of the New Jersey State Bar Association.
